The victim who died in a plane crash in Tehachapi last week…has been identified as 69-year-old Michael Glen Phillips from Los Angeles. The plane went down around on noon on Friday in the off North Green Street. Phillips was the only one on board. The cause of the crash is still being investigated by the feds
